台北市長柯文哲27日上午參加「汽座安全行，全家輕旅行」記者會，會後接受媒體聯訪時再度談到課綱爭議。柯表示，這件事應該由總統、行政院長出來表態，不是讓下面的人陷入爭議中，北市府將按慣例由副市長鄧家基組織專案小組調查，給各方說明機會後再做成結論報告。
柯文哲表示，課綱問題已經牽涉到重要的政策，行政院長、總統要表態，他說，課綱的問題是滿上游的問題，現在全部的焦點都放在警察抓記者，但這是下面的部分，上面的問題卻不去解決。柯文哲說，坦白講，課綱反正也不是教育部長可以決定的，談判12年國教，牽涉這麼多爭議，他再次強調，「行政院長、總統要表態」。
柯文哲表示，他在台大醫院當醫生時，唯一認識的警察就是中正一分局局長方仰寧，太陽花學運後，方成為1個人背了46個案子的被告，政治問題卻讓基層去扛。柯說，課綱問題是上游的問題，要去解決，政府卻不處理，學生來了，政府也不處理，搞到最後，警察一定要出來收攤嘛，最後大家把焦點集中在抓記者、抓學生，柯說，課綱問題已經搞多久了都不處理，這是個很爛的文化。
柯提到，大家也知道這是意識形態，不正常的國家要保持正常不可能，他說，自己很反對看報紙決定事情，不管怎樣，都要給人家說明的機會，因此，按慣例由副市長鄧家基組成專案小組，把學生、記者、警方找來了解，做出完整的結案報告。
面對媒體追問相關問題，柯文哲覺得不該在媒體的壓力下發言。
